[edit] Information
Firstly, an introduction. The items, spells, and sigil stones you get as rewards for many quests in the game are scaled to your level. Some of the these rewards are among the best items in the game... but only if you do the quest at a high level. Otherwise, you get stuck with a scaled-down version, often one that is no good later in the game, and lose out on one of the best items in game.
For example, if you were to get an item with level 1, 5, 10, and 15 versions at level 4, you would get the weakest (level 1) version. Normally, you are stuck with that, and the higher versions of the reward, often among the best items in the game, are lost forever. Same if you do the quest at levels 5 or 10 - you still lose out on getting the best item. The only way to get the best item is to do the quest at the latest time possible.
This plugin, however means you can do the quest at any time, as when you go up to the level for a different version of the item, the item is upgraded to that version. Now you aren't punished for doing a quest too soon.
For example, the Escutcheon of Chorrol shield. It has level 1, 5, 10, 15, 20, and 25 versions. If you do that quest at level 10 (or 11, 12, 13, or 14), you would normally miss out on the level 15, level 20, and level 25 versions. This plugin means that when you reach level 15, if the item is in your inventory, it is upgraded to the level 15 version. Same at level 20 and level 25. You don't miss out on the high-level versions.
You don't have to have the item on you at the time you level up. If you don't, it will be upgraded the next time you pick it up and leave the menu (note that there may be a small delay before the updating script acts).
The only known problem with using this plugin is that it makes removing scaled spells gotten from a quest from your spell list through the console (or otherwise) impossible, as the spell is immediately added again. This only affects scaled spells from quests that this plugin works on, not weapons, apparel, or anything else. This does not mean you will be stuck with the lower-level versions of the spells as well when the spell upgrades - those are removed.
Here is the full list of items that are upgraded as you level up with this plugin, and the levels for different versions of the item -

All Sigil Stones. (1, 5, 9, 13, 17) - Thanks to x82nd77 for suggesting this.
Note you cannot have used them in an enchantment if they are to be upgraded.
*There is an alternate version of the mod which will not upgrade the Finger of the Mountain spell included under the name 'Quest Award Leveling - No Finger of the Mountain.esp'. This is because the high level versions of the Finger of the Mountain spell are incredibly hard to cast due to their mana cost, even with 100 in Destruction, and some prefer not to have the spell leveled, as it rapidly goes beyond their ability to cast. You can switch between the two versions at any time, although you cannot use both at once. If you already have a high level version of the Finger of the Mountain spell and wish to downgrade after switching to the alternate version of the mod, enter in the console:
player.removespell ID
player.addspell ID
Where the ID for the spell you remove is the ID for the version you currently have (that will be the last of 5, 10, 15, 20, and 25 that you have reached in level), and the ID for the spell you add is the ID for the version you want. The list of IDs for different versions of the spell is here -
Level 1 Version: 000C48A2
Level 5 Version: 000C48A3
Level 10 Version: 000C48A4
Level 15 Version: 000C48A5
Level 20 Version: 000C48A6
Level 25 Version: 000C48A7
I recommend going down in steps until you reach a version of the spell you can cast.
If you have yet to install either version of the mod and are unsure of which to choose, I recommend selecting the standard version, and if the Finger of the Mountain spell levels beyond your ability to cast (or was already beyond your ability to cast before you installed the mod), then switching to the alternate version. This simplifies the process of working out which version you have for downgrading.
[edit] Changelog
Version 1.8 - Fixed (I think) Finger of the Mountain spell leveling problem and adjusted Mind and Body ring leveling (more suggestions from Quazzy!)
Version 1.7 - Added Mankar Camoran's Robes and Staff to the items upgraded. Not sure if they are player-aquirable, but they'll be updated now if they are. Moved Finger of the Mountain updating to a completely seperate file that can be loaded along with the normal one if needed. Lastly, the mod was once again altered to increase speed, although the gain is likely to be very miniscule and unnoticable.
Version 1.6 - Made many optimisations based on suggestions given by Quazzy, including restructuring the entire mod in order to gain large speed improvements in the handling of spells and the running of the mod on lower level characters, as well as a general improvement in efficiency. Also altered the mod to only run every 60 seconds rather than every 5, which should provide a large increase in speed, at the suggestion of Spencer.
Version 1.55 - Added Hatred's Heart and Hatred's Soul to the items the plugin updates.
Version 1.51 - Corrected those instructions so they actually work.
Version 1.5 - Added an alternate version of the Quest Award Leveling mod to the zip that does not level the Finger of the Mountain spell, and adding instructions for downgrading the spell if you already have gotten a high level version.
Version 1.3 - Corrected bug where Finger of the Mountain is not updated if the quest is completed by giving the book to the wrong person first (the person who is not running the Chorrol guild hall). Corrected bug where Valdemar's Shield would not be updated. Added Cruelty's Heart amulet.
Version 1.2 - Added Sigil Stones to things updated.
Version 1.0 - Initial Release

When you think about this mod it makes a lot of sense and should have been implemented into Oblivion in the first place. I mean, who wants a level five quest reward at level twenty? You don't. Every time you get to a certain level quest rewards you have recieved (including Sigil Stones) will level with you. It's a simple concept but very well executed. Now quest rewards don't just look cool, they're actually useful :) The items do have to be in your inventory to level though, so don't forget about that crappy quest reward you chucked in that chest and forgot about.

In some ways, this is a good mod. However, It can feel like cheating when the items level-up, as you have done nothing to earn that increase in power. Quest items are no different from other items - if you complete a 4th level dungeon then you should get a 4th level reward. Upgrading that item later on with no added challenge makes doing successive dungeons to recieve better equipment redundant - all one has to do is get a few quest items and watch as they increase in power. With non-quest items, you get rid of them after the have become worthless, why not so with quest items?

Before this mod, i often find myself staying away from beds so that i don't have to level up and be restricted to my once-superb quest reward equips. Especially when fighting in the arena. Though, if this mod would include stuff picked up from chests i would appreciate it so much more. There's nothing more frustrating than to walk into a cave, find a chest, pick up somethung unique but realize its better if you're above lvl20+. Great mod!
