This raises the bar on independent thievery, to actually require some decent heists before making it all the way to the top of the thieves guild.

Includes 3 esp files. Choose the level of difficulty that you want, and load only the corresponding esp file.
Footpad tops out at a 5,000 gold target. This should be a suitable level for vanilla oblivion, or those wanting a slight increase in challenge.
Burglar tops out at a 10,000 gold target. This should be suitable for most item-list mods that do not also modify item values and wanting a moderate challenge.
Shadow tops out at 15,000 gold target. This should be suitable for those utilizing mods that increase values for items (increased gem/jewelry values, add value to random clutter, etc). Probably a good target for OOO 1.23, or those wanting a serious challenge to becoming a master thief.
Footpad targets: 100, 250, 400, 700, 1000, 1500, 2000, 2500, 3000, 5000
Burglar targets: 100, 300, 500, 1000, 1500, 2000, 2500, 5000, 7500, 10000
Shadow targets: 100, 500, 1000, 2000, 3000, 4000, 5000, 7500, 10000, 15000

No known incompatibilities at this time. This modifies only the thieves guild questline, so will be incompatible with any other mods that do the same.
This sets the stages at 100, 500, 1000, 2000, 3000, 4000, 5000, 7500, 10000 and finally 15000.
These figures seem appropriate for use with the G_Loot mod, a good bit easier with OOO and probably a bit more of a challenge with vanilla.
