Enchantment
The armor is enchanted with the standard 100% fire resistance, but also may grant the player 'Dragon Fury' under certain conditions. I won't explain the conditions to prevent exploitation, so just feel lucky when and if it comes. The Dragon Fury ability is my answer to "The properties of the Cuirass allow the wearer to be resist fire, and to damage an enemy with a blast of fire." mentioned in the Dragonbone Cuirass's description in 'Tamrielic Lore'.
