Removes the invisible borders around Cyrodiil and allows you to access areas previously not possible.

I know there are other mods that do this but this one does not require taking one of the limited .esp slots and it doesn't require you to edit the .INI file yourself (although you could)

The utility edits Oblivion.ini and sets the bBorderRegionsEnabled value to zero.
